How One Piece Bounties Work
A bounty in One Piece is issued by the World Government, and it measures threat, not just fighting ability. A pirate who quietly grows strong stays cheap; a pirate who humiliates the Marines, destroys a Government stronghold, or defies a Celestial Dragon becomes a symbol other people rally behind — and that is what the Government actually fears. This is why Buggy, weaker than his crewmates, out-earns them once the world believes he leads an Emperor-tier organisation.

What the Bounty Estimator Weighs
Your combat tier sets the base figure, from an East Blue rookie up to Emperor and Admiral class. A powerful Devil Fruit (Logia or Mythical Zoan hit hardest) and mastered Haki — with Conqueror's counting most — raise it further, as does climbing from crew member to captain. On top of that, each threat feat adds a flat bounty for the danger it signals to the world. Your pirate name seeds a small deterministic tweak, so the same build always reads the same bounty. The result is capped at the Pirate King's ฿5,564,800,000 — no estimate outranks Roger.
